The US was only testing people who had symptoms because they didn't and still don't have accurate, plentiful test kits. They tested almost everyone, isolated the positives and let the negatives continue to work and live their lives until the next round of tests. Let's not forget that fast response to test and isolate the sick (with or without symptoms) such as South Korea did would have saved the US and most of the world from having to shut down. If they test positive before being admitted, they are not counted. For example, some states only count hospitalizations for Covid-19 if the patient is tested after being admitted.
